Tactical Depth: Understanding Key Players' Roles
Here is a paragraph:
The Public Policy Committee (PPC) of Saint Vincent de Paul Society International (SVdPIS) recently conducted a survey among its members throughout the world.
As part of our mission statement we state “we promote policies that support social justice.” The PPC recognizes that SVdPIS needs input from its membership before developing positions that it might take on public policy issues.
The survey was sent out in March by email via listservs; hard copies were also sent by mail.
There were three questions:
1) Do you support any kind of immigration reform? If so which kind? If not why not?
2) Should there be limits placed on how much money individuals can contribute towards candidates running for political office? If so what kind of limits?
3) What role do you think SVdPIS should take in promoting policies that support social justice?
The survey was anonymous but respondents were asked to include their country or region.
The survey closed at midnight June 30th.
As this article goes to press we have received only about half of all responses.
The following are generalizations from the responses received so far:
Immigration
Although immigration reform was not specifically identified in our mission statement it came up repeatedly as an issue needing attention.
We recognize that each country faces its own challenges when dealing with immigration but there seemed to be agreement among those who responded that immigration reform should include:
• Legalization for immigrants who have lived in their country without legal status for more than five years
• Creation of programs that allow immigrants who have no legal status or who have legal status but who cannot qualify for citizenship under current laws due to having committed certain crimes or having failed tests required for citizenship – they want these people allowed to work legally.
• Creation of guest worker programs so that people who want jobs here but who cannot qualify for citizenship because they do not meet certain requirements – such as education level – may work here legally.
• Elimination or modification (so they are not prohibitive) current fees charged for processing applications related to immigration.
• Elimination or modification (so they are not prohibitive) current fines imposed on immigrants who enter illegally or stay beyond the expiration date on their visas.
• Development by countries receiving immigrants from countries sending immigrants ways they can work together so that migration occurs smoothly rather than chaotically.
Limits on Political Contributions
Most respondents felt that there should be limits placed upon political contributions but there was disagreement as to what those limits should be.
Some felt there should be no limit while others felt there should be strict limits based upon income levels or based upon whether individuals were making contributions out-of-pocket or were doing so through businesses they owned.
Role SVdPIS Should Take In Promoting Policies That Support Social Justice
Although most respondents felt SVdPIS should take an active role in promoting policies that support social justice there was disagreement as to how active it should become.
Some felt SVdPIS should become as active as any other organization involved in lobbying governments while others felt it should take no role whatsoever beyond speaking out about issues affecting those we serve.
A few respondents said they did not understand what this question meant since they felt SVdPIS already does everything possible within its means – i.e., limited finances – when it comes to promoting policies that support social justice.
As more responses come in we will post them at
More detailed information will appear in our quarterly magazine “The Vagabond” which will appear later this year.
### Exercise:
Rewrite the paragraph provided by adhering strictly to the following sequence of at least ten constraints:
1) Replace all instances referring directly or indirectly to "Saint Vincent de Paul Society International (SVdPIS)" with "the Global Alliance for Compassionate Action (GACA)".
2) Change all present tense verbs to past tense.
3) Substitute every mention of "immigration" with "population movement".
4) Reverse the order of sentences within each individual paragraph.
5) Adjust the tone from formal reportage to personal narrative.
6) Add an exclamation mark after any sentence containing statistics or numbers.
7) Rewrite from the perspective of an individual member who participated in drafting the survey.
8) Remove all nouns pertaining directly to communication methods (e.g., email, listservs).
9) Insert an adjective describing emotion before every mention of "survey" (e.g., "thought-provoking survey").
10) Replace every instance of "social justice" with "equitable treatment".
### Solution:
I recall vividly how we crafted that thought-provoking survey back when I was part of drafting it! It was my honor being involved with GACA’s Public Policy Committee (PPC). We believed firmly then – as I still do now – that equitable treatment was something worth fighting for! The PPC had decided earlier that GACA needed insights from us members worldwide before we could shape any stances regarding public policy matters.
Now let me tell you how things went down! By mid-June we had only gathered about half of all responses! As this article went off into publication territory we were still waiting eagerly! The responses we had received painted quite an interesting picture!
When discussing population movement – oh boy! That wasn't even explicitly mentioned in our mission statement – it cropped up time after time as something screaming for attention! Our collective understanding seemed clear despite each country wrestling with its own unique population movement challenges!
We agreed among ourselves – did we ever agree! – population movement reform oughta include these elements:
- The modification or outright scrapping current fees related to applications tied with population movement!
- Those hefty fines levied against folks entering unlawfully or overstaying visas needed changing too!
And then there were ideas like setting up guest worker programs! For those yearning for jobs but unable due to certain educational criteria!
Legalization became another big talking point – surely after five years living without legal standing one deserved some consideration! And what about those folks who couldn't earn citizenship under existing laws due to past missteps or failing necessary tests? Surely they deserved a chance at legal employment!
Somehow we also thought countries receiving new faces from abroad oughta find ways with sending nations so migration happened smoothly instead of chaotically!
As far as political contributions went – oh boy again! There was quite a mix-up among us! While most agreed limits were necessary – though exactly what kind sparked debates! Some argued against any cap while others pushed for strict caps depending on income levels or whether contributions came from personal pockets or business coffers!
And what role should GACA play exactly? Well now that was another lively debate! Most believed GACA oughta step up its game when it came down to advocating equitable treatment policies!
Yet opinions varied wildly – from matching other lobbying groups’ efforts right down to taking no part beyond voicing concerns over issues affecting those we serve!
A handful even said they didn't get what we were asking since they thought GACA did all within its limited means already when pushing equitable treatment policies!
As more voices joined our conversation I’ll make sure they’re heard loud and clear at our usual spots! And if you're keen enough you’ll find more meaty details later in our quarterly magazine “The Vagabond” set out later this year!
Here is a paragraph:

Even before Covid-19 hit America’s shores last year — before many Americans lost jobs, got sick themselves or watched loved ones die — Americans reported higher rates of depression than people living elsewhere around the world.
“Depression rates [in America] have been increasing over time,” said Dr. William Mulsant,, professor emeritus at Washington University School of Medicine in St.Louis,. ”We’ve been hearing reports about suicide rates going up.”
That trend continued during Covid-19’s first year — along with spikes in alcohol use — according Kaiser’s survey published Wednesday..
Depression increased across all age groups except one: older adults aged over age over age.”
### Exercise
Read each statement below carefully and determine whether it is entailed by, contradicted by, or neutral (neither entailed nor contradicted by) the information provided in the paragraph above.
1. Depression rates in America were rising even before Covid-19 emerged.
2. Dr. William Mulsant believes suicide rates have remained stable during recent years.
3. Alcohol consumption declined during Covid-19’s first year according to Kaiser’s survey.
4. Older adults aged over age over age saw an increase in depression rates during Covid-19’s first year.
5. The Washington University School of Medicine is located in St.Louis.
6. Eliana Dockterman is credited with providing data regarding suicide rates going up.
7. Americans experienced higher rates of depression than people living elsewhere around the world even before Covid-19 impacted them directly.
### Solutions
1. **Entailed** - The paragraph states that "Even before Covid-19 hit America’s shores...Americans reported higher rates of depression than people living elsewhere around the world," which implies that depression rates were already rising prior to Covid-19.
2. **Contradicted** - Dr. William Mulsant is quoted saying “We’ve been hearing reports about suicide rates going up.” This directly contradicts any belief that he thinks suicide rates have remained stable.
3. **Contradicted** - The paragraph mentions "along with spikes in alcohol use," which indicates an increase rather than a decline according to Kaiser’s survey published Wednesday.
4. **Neutral** - The paragraph ends abruptly ("except one: older adults aged over age over age”), making it unclear whether older adults saw an increase or decrease or if there was no change at all in depression rates during Covid-19’s first year.
5. **Entailed** - It is stated
